The state Department of Health (DOH)
\nselected the five organizations to be issued
\nregistrations to manufacture and dispense
\nmedical marijuana under the state Medical
\nMarijuana Program.<\/p>\n
One growing facility will be in the town of
\nChester in northern Warren County.<\/p>\n
Douglas Butdorf of North Country Roots in
\nPlattsburgh, that wanted to locate one of its
\ndispensaries in Halfmoon, did not receive a
\nlicense. The Washington County application
\nfiled by Ted Berndt who wanted to have a
\ngrowing facility in the Washington County
\ntown of Jackson–north of Cambridge and
\neast of Greenwich–on Plains Road, was also
\nunsuccessful.<\/p>\n
Among the five, however, was that of Etain
\nLLC, a Katonah-based group that plans to grow
\nmarijuana at a 17-acre site in Warren County,
\nwhich will create an estimated 60 to 85 jobs.<\/p>\n
The selection of the five registered organizations
\nis a key step forward in the accelerated
\ntimetable to implement the Medical
\nMarijuana Program by January 2016. The state
\nis working to implement the program and
\nbegin providing care to patients faster than
\nany other state has previously done.<\/p>\n
State Health Commissioner Dr. Howard
\nZucker said he hopes to have the program up
\nand running within 18 months.<\/p>\n
“I am proud that we are on course to provide
\ncertified patients with access to medical
\nmarijuana more quickly than any other state
\nin the nation,” he said. “The five organizations
\nselected for registration today showed,
\nthrough a rigorous and comprehensive evaluation
\nprocess, they are best suited to produce
\nand provide quality medical marijuana to
\neligible New Yorkers in need, and to comply with New York’s strict program requirements.”<\/p>\n
Each licensee will have five dispensaries
\nwhere the medicinal product will be sold.
\nNone are in Saratoga, Washington or Warren
\ncounties.
\nEtain will dispense in Albany, Westchester,
\nUlster and Onondaga counties.<\/p>\n
Etain is led by two women in their mid-20s
\nalong with their mother, Amy Peckham, who
\nis married to John Peckham, the CEO of the
\nWhite Plains-based construction company
\nPeckham Industries.<\/p>\n
Its website states it is a “women-owned
\nfamily business interested in healthy and safe
\nagricultural solutions for medical patients …
\nwhose mission is to optimize the quality of
\nlife of our patients by giving them access to
\nmedical cannabis.”<\/p>\n
DOH will carefully monitor patient demand
\nto ensure all New Yorkers who meet the requirements
\nof the Compassionate Care Act
\nhave access to the program.<\/p>\n
As set forth in the Program’s implementing
\nstatute, each registered organization will
\ninitially be permitted to produce up to five
\ntypes of medical marijuana products in forms
\napproved by the commissioner. Approved
\nforms include liquids and oils for vaporization,
\noromucosal or sublingual administration, or
\nadministration per tube as well as capsules
\nto take orally.<\/p>\n
Independent laboratory testing of the final
\nproducts is required, to test for contaminants
\nand ensure product consistency. Further,
\nDOH must approve product pricing and any
\nadvertising.<\/p>\n
