The path of real estate development rarely \nruns swiftly or in a straight line, as evidenced \nby the changes occurring at the Excelsior Park \ndevelopment site located just minutes from \ndowntown Saratoga.<\/p>\n
Nearly 10 years ago, John Witt of Witt Construction \noriginally envisioned the property to \ncontain more than 200 condominiums. But, as \nthe market for condominiums lessened, the \nproject was shut down after the first 30 units \nwere built and sold.<\/p>\n
As the real estate market surged, Witt \nresurrected his project, albeit with a different \nfocus on the types of units being built. \nIn response to the need for affordable rental \nunits in and around town, Witt sold a portion \nof the Excelsior Park neighborhood to \nJames Burns and Peter Rosecrans Jr. of Burns \nManagement, an Albany-based real estate \nmanagement company.<\/p>\n
The company paid $1.58 million for the \nproperty and plans to invest another $20 million \non construction of the units.<\/p>\n
\nPeter Rosecrans, a partner with Burns Management, \nnoted that they are a “management \nfirm and not a construction firm.” Therefore, \nthey have hired British American as the construction \nmanager for the project.<\/p>\n
Witt’s re-designed neighborhood also includes \nthe construction of 18 row houses and \nhe is awaiting final approval from the city \nplanning board to create what he calls a “little \njewel neighborhood” within walking distance \nto the vibrant downtown area. The cost of \nthe homes will range from mid-$200,000 to \n$300,000 or more.<\/p>\n
As a lifelong resident of Saratoga Springs, \nWitt has a passion for preservation and for \ncreating living environments that complement \nthe city and its history. He stressed the \nsignificance of the property, noting that is it \nthe site of the historic mud baths.<\/p>\n
When he first began building on the site, \nhe constructed the Spruce Run Trail, a now \npopular path for joggers and dog walkers. Witt \ndonated that trail to the city and sees it as a \ngreat connector between the new development \nand the downtown area.<\/p>\n
Witt also worked with architect and urban \nplanner, Dominick Ranieri on the design of \nthe apartments and row homes and said he \nis “thrilled” with the plans for the new community.<\/p>\n
Rosecrans is also excited about the project, \nwhich he expects to be in full swing by the \nspring. Rosecrans said he’s been aware of \nthe project since its inception and thought it \nwas a great piece of property because of its \nproximity to the downtown area, its access to \nthe nearby trails and its convenience to the \nNorthway.<\/p>\n
When they were approached by Witt about \na year and a half ago with a proposal for taking \nover the construction management of the \nrental portions of the site, they felt it was a \ngreat opportunity.<\/p>\n
Burns Management currently owns 18 \napartment complexes in Albany, Saratoga, and \nSchenectady counties. Its focus is on creating \n“a high end, customer-service oriented lifestyle \nexperience” for their tenants and they \nare excited about the rentals they’ll be able \nto offer prospective tenants at the Excelsior \nPark, said Rosecrans.<\/p>\n
They are particularly excited about the \nproject’s ability to offer unique unit types to a \ndiverse clientele, ranging from young professionals \nto retired people looking to downsize \nbut not sacrifice comfort and amenities. All \napartments will include interesting floor \nplans, high end appliances and countertops \nand parking.<\/p>\n
“Each apartment building has 27 below \ngrade parking spaces, plus additional lots \ndedicated specifically to the apartment dwellers,” \nnoted Rosecrans.<\/p>\n
Witt said residents who need to get into the \ndowntown area in a hurry will have easy access \nto the bus route, which picks up at nearby Excelsior \nAvenue. Both he and Rosecrans anticipate \nthe city trolley adding Excelsior Park as a \nstop on its route as the neighborhood grows.<\/p>\n
Burns Management has already begun \nreceiving rental inquiries and, in addition to \nits own property management team, is “100 \npercent supportive of outside realtors bringing \nin potential renters,” said Rosecrans. The \nstudio units will range in size from 630 square \nfeet to 700 square feet, with a monthly rent \nbetween $1,050 and $1,200. The one- and \ntwo-bedroom units will be between 1,200 to \n1,350 square feet and cost between $1,800 and \n$2,300 per month.<\/p>\n","protected":false},"excerpt":{"rendered":"
