Financial Advisers Help Clients With Valuable Year-End Advice About Retirement Planning

December is  good time for business people  to meet with investment, accounting and tax professionals to look at the year behind and the one ahead.

At Paul Dowen’s office, Whittemore Dowen and Riccaiardelli, LLP in Queensbury, the team is working to manage retirement accounts in a way that maximizes deductions and minimizes tax liabilities under the new rules.

Even though all individual tax brackets, except the 10 percent bracket, are lower because of the Tax Cuts and Jobs Act, the experts can offer some tried-and-true tips for managing the tax burden.

“The biggest jump in the new tax tables is from the 12 percent bracket to 22 percent, so the challenge is how we keep more income at the 12 percent rate,” said Dowen. “The first step is to make sure the maximum amount allowed has been contributed to the company’s 401(k) plan.”

These plans must be funded by salary deductions before year-end, so time is running out to play catch-up.

“An employee who maxes out his 401(k) right now might have a zero paycheck, but will have taken advantage of a provision for reducing taxable income,” said Anthony Capobianco of Capobianco Financial Advisors in Clifton Park.

Business Report: Qualified Opportunity Zones

As part of the 2017 Tax Cuts and Jobs Act, Congress added Sections 1400Z-1 and 1400Z-2 to the Internal Revenue Code, creating the Qualified Opportunity Zone tax benefits. Owing in part to confusion over the provisions, the Qualified Opportunity Zone tax benefits have not been as widely publicized and discussed as most of the other provisions of the TCJA. 

However, the IRS has recently issued proposed regulations and a Revenue Ruling that have brought clarity and interest to the Qualified Opportunity Zones.

Congress’s purpose in creating the Qualified Opportunity Zone tax incentives was to promote private sector investment in economically distressed communities. Investors in the opportunity zones are eligible for the deferral of capital gains and possible reductions in total tax liability.

Investors in a Qualified Opportunity Zone Fund (QOZ Fund) can defer an unlimited amount of their capital gains. This deferral allows the investor to push back the recognition of capital gains to the earlier of (1) Dec. 31, 2026 and (2) the sale or exchange of the QOZ Fund investment.

Gemset has relocated to 72 Henry St. after nearly 30 years at the Downstreet Marketplace on Broadway.

The new location is slightly smaller, but it offers the convenience of off-street parking for those stopping in to replace a watch battery, have their jewelry repaired, or shop the collection of vintage jewelry and original creations for which owner Stan Lynn, a master jeweler, is well known.

Stan and Judith Lynn relocated to Saratoga three decades ago to be closer to their children, who at that time were attending Rochester Institute of Technology, SUNY Binghamton and University of Massachusetts. The Lynns had been in the U.S. since 1976.

NYS Has $5M To Install Vehicle Charging Stations At Workplaces, Offices And More

New York state has $5 million available as part of the first rebate designed specifically for the installation of electric vehicle charging stations at workplaces, office buildings, multi-family apartment buildings, and public locations such as theaters, malls, parks and retail locations. 

The installation of charging stations for public use supports the state’s clean energy goal to reduce greenhouse gas emissions by 40 percent by 2030.

 “New York continues to lead the nation in reducing our carbon footprint by aggressively investing in clean transportation methods,” Gov. Andrew Cuomo said. “By expanding public access to electric vehicle charging stations, this program will make it more affordable for New Yorkers to make the switch to an environmentally friendly electric vehicle, resulting in a cleaner, greener New York for all.”

 Administered by the state Energy Research and Development Authority, the new Charge Ready NY initiative provides a $4,000 rebate per charging port for public or private employers, building owners, municipalities and non-profit organizations to install Level 2 charging stations.

SPAC’s Collaboration With Chamber Of Commerce And Others Will Continue In 2019

SPAC collaborated with local businesses in 2018 and plans to continue that trend.

The Saratoga Performing Arts Center’s 2018 season was marked by new collaborations with the local business community, an expanded strategy focused on promoting cultural tourism in conjunction with the city of Saratoga Springs, and continued emphasis on presenting immersive experiences during and beyond the traditional classical season.

“This past season, we furthered many of our goals to increase accessibility to the arts and to build a bridge between the community, other cultural partners, and our campus,” said Elizabeth Sobol, SPAC’s President and CEO, at the October meeting of the board of directors. 

“Looking ahead to 2019, we will continue to present world-class performances and experiences, forging even deeper ties with business and cultural partners, increasing community engagement, expanding outreach through our education programs, as well as making major developments in the improvement of our infrastructure,” 

Sobol cited the SPAC partnership with the Saratoga County Chamber of Commerce and the downtown business community to present the first-ever Freihofer’s Jazz Fest Friday, which celebrated Saratoga as a world-class jazz city and promoted the region’s vibrant downtown. 

In other collaborations, SPAC and the Saratoga Automobile Museum partnered with the city, the Chamber and the Saratoga Convention & Tourism Bureau to present the “Bugatti Parade,” as part of the Saratoga Wine and Food Festival. “We wanted to ensure that the community at-large—and not just ticket holders—had the once-in-a-lifetime opportunity to witness the majesty of 80 Bugattis as they processed from the Spa State Park to Broadway. The parade brought thousands of viewers to downtown Saratoga Springs and created a palpable energy throughout the city,” said Sobol.

32nd Annual Victorian Streetwalk Comes To Downtown Saratoga Springs On November 29

The 32nd annual Victorian Streetwalk will be held Thursday night, Nov. 29. in downtown Saratoga Springs.

Sponsored by the Saratoga Springs Downtown Business Association, it will run from 6-10 p.m. Broadway will be closed to vehicle traffic starting at p.m. to from the ea past the Saratoga City Center to the north to the Spring Street intersection to the south.

CDTA, a festival gold sponsor, will run free shuttle buses to the downtown area every 20 minutes—4:30-10 p.m.—from four parking lots: the Empire State College lot at 111 West Ave. on the city’s west side; silver sponsor NYRA’s Oklahoma training track at East Avenue and Union Avenue;  the National Museum of Dance on South Broadway; and the Weibel Avenue skating rink parking lots on the east side of Saratoga Springs.

Shops will be open and there will be holiday-themed entertainment along Broadway during the event.
